Major General Rocky Ricardo Meade, CD, ADC, JP, PhD

Major General Rocky Ricardo Meade was appointed Chief of Defence Staff (CDS) of the Jamaica Defence Force (JDF) on 1 December 2016. Prior to this appointment, Major General Meade served for five years as the Deputy Chief of Defence Staff with responsibility for the strategic and long term planning and development of the Force and related policies, as well as coordination of all Staff branches.

He has served on a number of Boards and Committees, based locally and internationally, to include the Board of the National Training Agency (HEART/NTA) as the Chairman of the Governance and Projects Committees, the Governance Committee of the University of Technology (Chair) and the multinational Society for Pidgin and Creole Linguistics as President Emeritus.

Major General Meade has held a number of command appointments throughout his career, including Commanding Officer of 1 Engineer Regiment (JDF) and the Support and Services Battalion, and Commandant of the Caribbean Junior Command and Staff College. He established a number of institutions and projects including the Jamaican Military Museum and Library and Internet Cafe, the JDF's Technical Training Institute, the JDF's Training Accreditation Project, the All Arms Magazine, the Moneague Papers and the Caribbean Journal of Security and Strategic Studies. He represented the JDF on Jamaica's First National Security Strategy Committee, chaired the Oversight Board of the Jamaica Military Tattoo in 2012 and led or worked on all the Strategic Defence Reviews of the JDF to date. Since assuming the post of CDS he has been implementing several initiatives including the Jamaica National Service Corps; the expansion of the Force into Brigades and Regional Commands; the Health Services Corps with a robust preventative care programme and the Caribbean Military Academy.

Major General Meade holds a BA (Hons) and MA degrees from the University of the West Indies, a Master of Military Arts and Science (MMAS) degree from the US Army Command and General Staff College, and a PhD in Linguistics from the University of Amsterdam. He lectures credit courses at the University of the West Indies and has delivered invited lectures and consultations on security, intelligence, strategic planning and linguistics topics to audiences in Jamaica and internationally to include Africa, Europe and the Americas.

He is a Commander of the Order of Distinction, a Justice of the Peace for the parish of Kingston and holds the Medal of Honour for Meritorious Service with first and second bars. In addition to previously mentioned professional societies and associations, he is the Vice-President of Royal Air Forces Association (Jamaica 580 Branch) and the Jamaica Legion, and an alumnus of the George C. Marshall European Centre for Security Studies, Germany. He has several publications to include 'The Acquisition of Jamaican Phonology' and 'The Relevance & Optimal Structure of the Military in Jamaica in the Current & Emerging Geo-Security Environment'.
