Brigadier Rocky R. Meade, OD, JP, PhD, MMAS, MA, BA (Hons), psc

Brigadier Rocky Meade, is the Deputy Chief of Defence Staff of the Jamaica Defence Force (JDF). He has responsibility for the strategic and long term planning and development of the Force and related policies, as well as coordination of all Staff branches.

He serves on a number of Boards and Committees, based locally and overseas, including those of the National Training Agency (HEART/NTA) as a Committee Chair, the Society for Pidgin and Creole Linguistics as Vice President/President Elect, the 2012 National Security Policy Oversight Panel and the Jamaica Military Tattoo 2012 Oversight Board as Chairman.

He previously served as Colonel General Staff, J3 (Operations) and J1 (Administration) in Headquarters JDF; Commanding Officer and earlier Operations Officer of 1 Engineer Regiment (JDF); Commanding Officer of the Support and Services Battalion; and Commandant of the Caribbean Junior Command and Staff College. He worked on the first Strategic Defence Review (2006) of the JDF and was the JDF's representative on Jamaica's first National Security Strategy Committee.

He is a graduate of the Royal Military Academy Sandhurst in the United Kingdom and began his military service as a Platoon Commander in the Second Battalion The Jamaica Regiment (2JR). However, he served most of his early days in the JDF Air Wing as a Line Pilot, Administrative Officer, Flight Safety Officer, Instructor Pilot, Fixed Wing Flight Commander and Commanding Officer (acting). He has served in other capacities including editor of the JDF Air Wing's magazine, The Altimeter, and the JDF's publications All Arms and Alert, as well as the JDF Website. He also served as Chair of the Jamaica Legion's Poppy Appeal Committee.

Brigadier Meade holds BA (Hons) and MA degrees from the University of the West Indies, a Master of Military Arts and Science (MMAS) degree from the US Army War College, Fort Leavenworth and a PhD in Linguistics from the University of Amsterdam. He lectures credit courses at the University of the West Indies. He has delivered invited lectures and consultations on security, intelligence, strategic planning and linguistics topics to audiences locally and internationally including Africa, Canada, Germany, the Netherlands, the United Kingdom, the United States and several Caribbean countries.

He is an Officer of Jamaica's Order of Distinction, a Justice of the Peace for the parish of Kingston and holds the Medal of Honour for Meritorious Service with first bar. In addition to previously mentioned professional societies and associations he is Vice-President of Royal Air Forces Association (Jamaica 580 Branch) and an alumnus of the George C. Marshall European Center for Security Studies, Germany. He has several publications to include 'The Acquisition of Jamaican Phonology' and 'The Relevance & Optimal Structure of the Military in Jamaica in the Current & Emerging Geo-Security Environment'.
